The Healthy Reef Partnership
a.k.a. The Carbon Credit Scandal

Douglas Shire Council continuously pumps out green environmental statements and policies and seeks green accreditations on a regular basis as if they are an environmental organisation and not a council which should just be giving ratepayers value for money in the provision of infrastructure and services. It is never disclosed how much money is spent on staff and resources in the pursuit of this green agenda and the public has never complained about it, until the shit hit the fan with the Healthy Reef Partnership that proposed to send $600,000.- down south to pay farmers to not cut their trees down.
Michael Kerr was the only one to question the wisdom of this deal and voted against it, and all hell broke loose on social media.
The Douglas Shire community had never been so united, everyone apart from a few DSSG members condemn the way council has gone about the carbon offset deal, to pay a vague undisclosed amount of an estimated $600 000 to farmers in southern Queensland to do nothing.

Time line of events;

14 June 2019, a Newsport article reports that councillor Michael Kerr does not agree with council sending ratepayers money south to buy carbon credits. Social media and comments on Newsport explode with residents who had not even been aware of what was secretly being planned.

17 June FABFM interviews Julia on the carbon deal

18 June: A Newsport article announces that DSC is the first to enter a carbon offset deal , initially it is stated everywhere that this will mean the whole shire or region is carbon neutral, but with the Daintree emitting 10 000 tonnes of CO2 per year alone it is obvious that the 6400 tonnes of carbon credits DSC plans to buy is not going to make the whole shire carbon neutral.

and DSC announces on their website council is now carbon neutral and Newsport announces that council votes to go ahead with the carbon offset deal.
Read the DSC document on the Healthy Reef Partnership, it includes some interesting bits;

It is acknowledged that no trees will be planted, but only natural regrowth to occur, which raises the question; if we can pay landowners in Rawbelle to not cut their trees and just let them grow, why can't we pay landowners in Douglas Shire, and especially the Daintree which has plenty of trees, for leaving their vegetation intact and growing?
Next is stated that there will be no environmental benefit to the reef around the Douglas Shire.
It is also acknowledged that just pursuing this eco accreditation will actually increase council's carbon foot print with all the paperwork and running around, which is kind of bizarre, pollute the world more by attempting to be green...
It certainly makes you wonder if people creating pollution driving and flying all the way from Douglas Shire to Sydney and back to celebrate saving the reef with carbon credits are missing the point a bit....

28 June; a Newsport article announces that DSC in damage control has created a webpage to "educate" the public about carbon trading and they now acknowledge that it is NOT the entire shire that will be carbon neutral;

Will all of the Shire be covered for carbon neutrality by this deal?

No. The current deal covers Council operations only.

Council has now admitted that the claim of having a carbon neutral shire was incorrect and it is only council operations that would become carbon neutral, how could 6400 carbon credits have made the whole shire carbon neutral? North Douglas spews out 10 000 tonnes of CO2 from their generators each year!

17 July: FAB FM Chris Beckwith Qantas Phone Call, Abigail Noli had stated that this Qantas deal would bring millions and possibly tens of millions of dollars of promotion and advertising to the shire, Chris called Qantas to ask them what promotion exactly they are giving this shire and he was shocked the answer was zip! Nothing!

Where is this world saving project happening?

Let's do a bit of research on where our rate payers money ends up.
Type Colodan Road, Rawbelle in to Google Maps, you'll find a two kilometre long road, and the area's main waterway is Marvel Creek where all the rain runoff from the land would go down.

 

Marvel Creek is not that much of a marvel, it looks like a dry riverbed, and when you follow it downstream it becomes Montour Creek, Rawbelle River, Nogo River and eventualy flows in to the Waruma Reservoir.

Any sediment in the water has plenty of opportunity to settle in this dam until it flows over the dam wall in to the continuation of the Nogo River to make the rest of the journey through the Burnett River to the coast.

The Waluma reservoir provides irrigation water for local farms and is a popular recreation area for fishing, boating, camping and swimming.
There does not appear to be any issue with the water quality here that needs improving.

So we have now learned that water from the Colodan Road area does not drain in to the Great Barrier Reef but ends up in Wuruma Dam where it is used for farm irrigation.

Now let's look at what projects are running there; go to http://www.cleanenergyregulator.gov.au/maps/Pages/erf-projects/index.html and type in the Rawbelle postcode 4630 and you will find three projects;
Catchment Conservation Alliance - Great Barrier Reef Initiative Site #3; This project establishes permanent native forests through assisted regeneration.
Catchment Conservation Alliance - Great Barrier Reef Initiative Site #4; This project establishes permanent native forests through assisted regeneration.
Catchment Conservation Alliance - Great Barrier Reef Initiative Site #6; This project avoids clearing of native forest.

All projects state that "there is no carbon maintenance obligation on this project area" which means no obligation on the landowner to maintain the carbon stock, in other words there is no guarantee that the vegetation they have been paid for to keep will actually be kept.
Note that Terra Carbon is the trading name of Green Collar.

Conclusion;

Douglas Shire Council, no doubt pushed by DSSG and Mike Berwick, have been conned in to a deal that will do nothing for the reef and committed an undisclosed but estimated amount of $600 000.- to pay farmers in SE QLD to do nothing.
The farmers will NOT clear vegetation on their land, without obligation for how long the trees have to remain, and any water runoff from their land will end up in Wuruma Dam to be used for irrigation, making absolutely no difference to what sort of water comes out of the mouth of the Burnett River on to the Great Barrier Reef. The project is called the Healthy Reef Partnership but this money spent makes absolutely no difference to any part of the reef, and the Douglas Shire is $600 000 worse off, and the tens of millions of dollars of promotion from Qantas is not happening either.
And what is the point of spending $600,000.- of hard earned rate payer money to save the planet when the rest of the world, and especially China, are polluting like no tomorrow? Read this article on the Great Chinese Carbon Con.

Questions;

If Douglas Shire Council is as green as they say they are why don't they support the Daintree Micro Grid that can massively cut carbon emissions from a current 10 000 tonnes of CO2 per year down to nothing.

Why pay all this money just for an eco-logo on tourism advertising?

What was the role of Mike Berwick and DSSG in pushing this dodgy scheme through?

Carbon trading

There are skeptical views on carbon trading, some say it is just another way for the rich to get richer while doing nothing for the planet.
This Rawbelle scheme certainly seems to fit in to this.
Comments on local media sites questioned the ethics of ex-mayor Mike Berwick combining the positions of GreenCollar employee, DSSG committee member and personal friend of several DSC councillors.
